The Syrian Center for Policy Research (SCPR) is an independent, non-governmental, and non-profit think tank that produces evidence-based public policy-oriented research with a special focus on Syria and the ongoing conflict. Vision and Mission:
The center sets itself high standards as it conducts evidence-based research to inform policy decisions, and the organization doesn’t stand alone in this endeavor, rather it is included and supported by the Syrian Civil society. What enables SCPR to be synonymous with a credible professional research community that produces credible knowledge for policy and public opinion, is the fact that the center is supported by an active socio-economic dialogue, and dynamic public, private, and civil society partners.
SCPR seeks to provide policymakers with the knowledge and policy recommendations that would lead Syria to a sustainable and comprehensive form of development. SCPR suggests policy and produces knowledge so as to enhance policy-oriented research and dialogue with a special focus on transparency, responsibility and inclusivity.
SCPR Strategic Objectives
The main purpose of SCPR bolsters the participation of Syrians in engaged, open, respectful, and informed dialogues, discussions, and debates around public policy and key issues regarding the reconstruction and future of the country. To fulfill this core objective, the center sets itself various missions such as:
- Enhancing the accountability and participation among public, private, and civil institutions.
- Promoting freedom of expression and respect for different points of view.
- Strengthening the effectiveness of government systems and institutions.
- Improving the quality of media coverage.
- Serving the development by empowering the population.
These objectives are met by following the operational goals SCPR has set itself, which are:
- Producing evidence-based research and knowledge to support better forms of governance.
- Creating a forum for policy dialogue among key representatives of political, social, and economic sectors.
- Providing access to information and participation in policymaking in order to empower the people.
- Expanding institutional policy capacities in order to assess and communicate innovative ideas and research outputs.
SCPR Values
SCPR puts a strong accent on upholding its values, both by seeking high standards in the production of academic research and in its mission as a whole, as the center seeks to offer a public service to the Syrian people through its knowledge creation, policy recommendation, and the dialogues and discussions it organizes. The values which guide the organisation in its work are:
- Serving the public interest and producing outputs that serve the people of Syria.
- Empowerment of all regardless of their faith, ethnic background, or affiliation.
- Accessibility of information to all who wish to engage with it.
- Inclusivity in dialogue, the creation of knowledge, and the implementation of policy
- Equality of all in society, thus a special focus is given to the marginalized and those most removed from wealth and power.
- Independence from donors, states, organizations that might pressure the center in one direction or another.
- High Research Ethics in the development, production, and publication of papers, with a special focus on accountability of researchers and evidence-based data.
